The County of Erie “on behalf of North East Borough” will receive sealed bids labeled for the North East Borough Handicapped Accessible Curb-Cut Ramps Project (Project #: S-20-E-32-6-3) until 10:30 a.m. on Thursday, February 24, 2022 at the Erie County Controller’s Office, Room 107, located at the Erie County Courthouse, 140 West 6th Street, Erie, PA 16501 at which time and place all bids will be publicly opened and read aloud.
Bids are invited to install thirty (30) ADA Curb-Cut Ramps and adjacent concrete sidewalks.
Bid/Contract Documents, including drawings and technical specifications, may be reviewed/obtained at the office of the engineer, Greenman-Pederson, Inc., 8 Gibson Street, North East, PA (Phone: 814-725-8659) for a nonrefundable deposit of $100.00. Addenda, if any, will be issued only to those persons whose name and address are on record as having obtained said documents.
Each bid must be accompanied by a bid guarantee in the form of a certified or cashier’s check or bid bond with corporate surety payable to the County of Erie in an amount equal to ten percent (10%) of the bid price.
The project is being undertaken with CDBG funds from the PA Department of Community and Economic Development (DCED).
Attention of the bidder is called to the requirement to submit documentary evidence of “Minority and Women Business Enterprises” (MBE/WBE) and “Section 3 Business Concerns” which have been contacted and to whom commitments have been made. Documentation of such solicitations is to be submitted concurrently with the bid.
Attention of the bidder is also called to the Federal, State and County Civil Rights and Equal Employment Opportunity requirements and the Federal Labor Standards Provisions including the requirement to pay prevailing wages under the Davis Bacon and Related Acts.
The successful bidder will be required to furnish a Performance Bond and a Labor and Materialmen Bond each in the amount of one hundred percent (100%) of the contract price. Additionally, the successful bidder will be required to furnish evidence of Worker’s Compensation and Liability Insurance in the amount as required by the contract documents.
Bids may be held by the County for a period not to exceed 60 days from the date of opening bids. The County reserves the right to reject any or all bids or to waive any informality in the bidding.
