August 7, 2015 by NorthEast Notices

Notice is hereby given pursuant to 25 Pa. Code Sections 127.44(b) and 127.424(b), that the Pennsylvania Department of Environmental Protection (DEP) intends to issue Plan Approval 25-923A to Erie Power, LLC for the installation of a 1000 kW diesel-fired emergency generator at the company’s facility located at 10915 Ackerman Lane, North East Township, Erie County. The facility currently has a Title V permit No. 25-00923. The Plan Approval will subsequently be incorporated into the Title V Operating Permit through an administrative amendment in accordance with 25 Pa. Code Section 127.450.

Based on the information provided by the applicant and DEP’s own analysis, the proposed source will result in potential emissions of 3.67 tons of nitrogen oxides (NOx), 0.10 ton of carbon monoxide, 0.01 ton of volatile organic compounds (VOC), 0.01 ton of particulate matter, and 0.14 ton of sulfur oxides (SOx) per year. The proposed source will be required to comply with the applicable provisions of 40 CFR 60 Subpart IIII [Standards of Performance for Stationary Compression Ignition Internal Combustion Engines], which include emission limits, fuel content requirements, recordkeeping, and work practice requirements. Proposed BAT for this installation will be meeting the emission and work practice requirements of 40 CFR 60 Subpart IIII, and good engineering and combustion practices.

The Plan Approval will contain additional testing, monitoring, recordkeeping, and work practice requirements designed to keep the facility operating within all applicable air quality requirements. Copies of the application, DEP’s analysis, and other documents used in the evaluation are available for public inspection between the hours of 8 a.m. and 4 p.m. weekdays at the address shown below. To make an appointment, contact Records Management at 814-332-6340. Anyone wishing to provide DEP with additional information they believe should be considered may submit the information to the address shown below. Comments must be received by the Department within 30 days of the last day of publication. Written comments should include the following: 1. Name, address, and telephone number of the person submitting comments. 2. Identification of the proposed Plan Approval; No. 25-923A. 3. Concise statement regarding the relevancy of the information or any objections to issuance of the Plan Approval.

A public hearing may be held, if DEP, in its discretion, decides that such a hearing is warranted on the comments received during the public comment period. All persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in a local newspaper of general circulation or the Pennsylvania Bulletin or by telephone, where the Department determines such notification is sufficient. Written comments or requests for a public hearing should be directed to Edward Orris, Regional Air Quality Manager, DEP, Northwest Regional Office, 230 Chestnut St., Meadville, PA 16335, 814-332-6636

We Support American Energy Independence

Oil, coal, natural gas, hydroelectricity and nuclear power - all produced in the United States, can provide all of our country's affordable, efficient, reliable and on demand energy needs for centuries to come.

We Support Real Elections

"... one man, one vote, in person, on Election Day, in public, with ironclad voter identification. Absentee ballots should be limited to overseas military personnel only; if you’re out of town or even the country, that’s your choice. There should be no “ballot curing,” drop-off votes, early votes, or judge-mandated late votes."
~ Michael Walsh

"... with paper ballots, hand-counted in public with multiple observers and no voting machines."
