Notice of final public hearing North East Borough FY 2017 Community Development Block Grant program (CDBG) Notice is hereby given that the second and final public hearing regarding North East Borough’s FY 2017 CDBG program will be held at 9:00 A.M. on Wednesday, September 27, 2017 at the North East Borough Municipal Building, 31 West Main Street, North East, PA 16428.
The purpose of the hearing is to discuss how the Borough proposes to utilize its FY 2017 CDBG funds and to provide for public comment. North East Borough is entitled to apply for and receive an annual allocation of CDBG monies from the PA Department of Community and Economic Development (PA DCED) pursuant to the provisions of PA Act 179 of 1984 and since 1985 has received approximately $3.3 million in CDBG funding.
For FY 2017, the Borough is entitled to $84,468 and the County on behalf of the Borough will submit the funding application to DCED by November 3, 2017.
Based upon a public needs hearing (First Public Hearing) held on May 3, 2017 and subsequent discussions with municipal officials, the Borough proposes that the funds be used for the following:
- $45,585 – Lincoln Street Sidewalk and Curb Replacement Project: Replacement of sidewalks and curbs along both sides of Lincoln Street from South Mill Street to Robinson Street. Of note, in addition to the allocation of FY 2017 funding, the Borough previously set aside FY 2015 and FY 2016 CDBG funding totaling approximately $153,000 as the project is estimated to cost $198,000.
- $30,433 – Bothel/Liberty Street Water Line Replacement Project – Pay for materials associated with the replacement of 4-inch diameter water lines with new 6-inch diameter pipe along Bothel and Liberty Streets. Borough water department employees will install the new lines.
- $8,450 – General program administration to be provided by the Erie County Department of Planning.
The projects meet the eligibility and fundability requirements of the CDBG program and will not involve the displacement/relocation of persons.
All interested persons are encouraged to attend the hearing. The meeting room where the hearing will be conducted is handicapped accessible.
