Materials Bid for North East Township North Mill Street Water Line Replacement Project

Invitation for bids: The County of Erie will receive sealed bids labeled for the North East Township North Mill Street Water Line Replacement Project (S-13-E-16-6-1[B]) until 10:00 a.m. on Thursday, March 12, 2015 at the Erie County Controller’s Office, Room 107, located at the Erie County Courthouse, 140 West Sixth Street, Erie, PA 16501 at which time and place all bids will be publicly opened and read aloud.

Bids are invited for the following: Furnishing and delivering water line materials for installation by North East Township.

Contract Documents, including drawings and technical specifications, may be reviewed/obtained at the office of the engineer, Hill Engineering, Inc., 8 Gibson Street, North East, PA 16428 (Telephone: [814] 725-8659; Fax [814] 725-3867) for a non-refundable deposit of fifty dollars ($50.00). Addenda, if any, will be issued to only those persons whose name and address are on record as having obtained the Contract Documents. Each bid must be accompanied by a bid guarantee in the form of a certified or cashier’s check or bid bond with corporate surety payable to the County of Erie in an amount equal to ten percent (10%) of the bid price.

The project is being undertaken with CDBG funds from the PA Department of Community and Economic Development (DCED). Attention of the bidder is called to the Federal and State civil rights and equal opportunity requirements; Erie County Minority/Women Business Enterprise (MBE/WBE) and Section 3 Compliance requirements, all as set forth in the Contract Documents. Of note, since this is a materials contract only, Davis Bacon Wage Rates and labor standards provisions are not applicable to the project. Additionally, the supplier is not required to provide a Performance Bond or a Labor and Materialsman Bond. Bids may be held by the County for a period not to exceed 60 days from the date of opening bids. The County reserves the right to reject any or all bids or to waive any informalities in the bidding.   5. When municipalities seek bids for contract work, all bid documents should be available online, free of charge. Printed copies, if requested, should be offered at cost.
  6. Agendas should be posted online a minimum of 3 days before public meetings take place allowing interested citizens an opportunity to hear discussions and offer input on matters important to them.
