First public hearing North East Borough FY 2015 Community Development Block Grant Program (CDBG)
Notice is hereby given that North East Borough officials will hold a public hearing at 1:30 PM on Tuesday, June 23, 2015 at the North East Borough Municipal Building, 31 West Main Street, North East, PA 16428. The purpose of the hearing is to discuss the Borough’s community development and housing needs and how these needs may be addressed with Community Development Block Grant (CDBG) funds which the Borough is entitled to apply for and receive annually under the provisions of PA Act 179 of 1984.
It is anticipated the Borough’s FY 2015 allocation will be approximately $85,000 and that the application requesting the financial assistance will be submitted to the PA DCED sometime in September/October of this year. The Borough’s CDBG program is administered by the Erie County Department of Planning. CDBG funds can be used to undertake a wide range of “eligible” activities, including, but not limited to: water, sanitary sewer and storm sewer construction; street reconstruction; curb and sidewalk replacement; recreation/park improvements; handicapped accessibility improvements; single family/rental housing rehabilitation; first-time homebuyer assistance; fair housing activities; and administration/planning. Eligible activities must meet one of three National Objectives and address a housing/community need as identified in the Borough’s Three Year CDBG plan. It is particularly noted that the primary objective of the CDBG program is to “principally benefit low-to-moderate income persons” and at least 70% of the funds must be allocated for this purpose. All interested persons are encouraged to attend the hearing.
