Sealed bids will be received by the North East Borough Sewer Authority; 31 West Main Street; North East, PA 16428, until 11:00 a.m., prevailing time on the 2nd of August 2019 for:
Contract 1 – General Construction for Wastewater Treatment Plant Improvements;
Contract 2 – Electrical for Wastewater Treatment Plant Improvements;
Contract 3 – Site II Outfall Line and
Contract 4 – Site II Outfall Line Into Lake Erie.
A general work description of each contract is provided below:
Contract 1 – General Construction of Grease Removal System and Clarifier at the Site I Wastewater Treatment Plant and Chlorination Building and Effluent Pump Station at the Site II Wastewater Treatment Plant, including piping, site work and related.
Contract 2 – Electrical Construction of Site I and Site II Treatment Plants including Emergency Generator System at Site I Treatment Plant and related work.
Contract 3 – Construction of approximately 3,256-lineal feet of 18-inch force main which includes 3,015-lineal feet of directional drilling and related work.
Contract 4 – Construction of approximately 3,420-feet of 18-inch force main which includes 3,345-feet of directional drilling. Installation of diffuser in Lake Erie including associated marine and related work.
Each bid must be accompanied by proposal security in the form of a certified check, bank cashier’s check, treasurer’s check, or bid bond in an amount equal to not less than ten percent (10%) of the total bid price in accordance with provisions contained in the “Instructions to Bidders” section of the specifications. Proposal Security shall be made payable to the North East Borough Sewer Authority.
Copies of contract documents and specifications may be examined at the North East Borough Office or at the office of Greenman Pedersen, Inc., 8 Gibson Street, North East, Pennsylvania 16428. The contract documents may be obtained from Greenman Pedersen, Inc. upon non-refundable payment of $350 for each set of Contract Documents. Addenda, if any, will be issued to only those persons or companies who have purchased a full set of contract documents. In lieu of printed paper drawings, a CD of the drawings can be provided, and cost will be reduced by $175. Addenda, if any, will be issued to only those persons or companies who have purchased a full set of contract documents.
Contractors must comply with the Prevailing Wage Rate Determinations, as specified in the Contract Documents. Except as otherwise expressly permitted by law, no bidder may withdraw its bid for a period of 60 days after date of bid opening. The North East Borough Sewer Authority reserves the right to reject any or all bids, to accept or reject any part of any bid, and to waive any and all informalities in connection therewith.
