Bids Sought for North East Borough Curb-Cut Ramps Project

The County of Erie, on behalf of the North East Borough, will receive sealed Bids labeled for the North East Brough Handicapped Accessible Curb-Cut Ramps Project (Project No. S-19/21-E-32-6-3) until 10:30 a.m. on September 18, 2023 at the Erie County Controller’s Office, Room 107, located at the Erie County Courthouse, 140 West 6th Street, Erie, PA 16501 at which time and place all bids will be publicly opened and read aloud.

Bids are invited to install thirty-six (36) ADA Curb-Cut Ramps and adjacent concrete sidewalks.

Contract Documents, including technical specifications and drawings for the work, may be examined at the office of the engineer, Greenman-Pedersen, Inc.; 8 Gibson Street; North East, PA 16428, (Phone: 814-725-8659/E-mail: sharris@gpinet.com). The Contract Documents may be obtained from Greenman-Pedersen, Inc. upon a non-refundable payment of either $25 for electronic Contract Documents or $50.00 for hard copy Contract Documents. Bidders or vendors requesting next day or special mailing will be responsible for all mailing or shipping charges. Bidders must be on record at the issuing office as an official plan holder. Addenda, if any, will be issued only to those persons or companies who have purchased a full set of Contract Documents.

Each Bid must be accompanied by a Bid guarantee in the form of a certified or cashier’s check or Bid bond with corporate surety payable to the County of Erie in an amount equal to ten percent (10%) of the Bid Price.

The project is being undertaken with CDBG funds from the PA Department of Community and Economic Development (DCED). Attention of the Bidder is called to the requirement to submit documentary evidence of “Minority and Women Business Enterprises” (MBE/WBE) and “Section 3 Business Concerns” which have been contacted and to whom commitments have been made. Documentation of such solicitations is to be submitted concurrently with the Bid.

Attention of the Bidder is also called to the Federal, State and County Civil Rights and Equal Employment Opportunity requirements and the Federal Labor Standards Provisions including the requirement to pay Pennsylvania Prevailing Wages under the Davis Bacon and Related Acts.

The successful Bidder will be required to furnish a Performance Bond and a Labor and Materialmen Bond each in the amount of one hundred percent (100%) of the Contract price. Additionally, the successful Bidder will be required to furnish evidence of Worker’s Compensation and Liability Insurance in the amount as required by the Contract Documents.

Bids may be held by the County for a period not to exceed 60 days from the date of opening Bids. The County reserves the right to reject any or all Bids or to waive any informality in the bidding. Erie County is committed to compliance with the nondiscrimination requirements of applicable civil rights statutes, executive orders, regulations, and policies.
