Culmen International is a huge military contractor that “focuses on services related to domestic and international security, military readiness and support, and stability operations”
Culmen International does not typically oversee the welfare of children, but they got a $29 million dollar contract to operate the migrant youth facility at the Dallas Convention Center.
Kirsten Chilstrom, a Dallas-based special education teacher, started volunteering at the convention center shortly after the young people arrived as a part of a program managed by the Catholic Charities of Dallas. She describes Culmen’s treatment of the youths in carceral terms.
“It’s disturbing… They are being treated like prisoners, and it’s insane,” Chilstrom told The Daily Beast.
Sam Hodges, a Dallas-based MBA student who volunteers with the Catholic Charities, echoed Chilstrom’s assessment of Culmen International’s management of the facility. “They treat it like it’s a jail,” Hodges said.

Culmen is also an arms dealer and they have been shown to have sold arms to terrorists around the world:

ORR is an office within the Administration for Children and Families (ACF), which is a division of the Department of Health & Human Services (HHS). The ORR has identified a critical need for transportation services at a national level to transport UC in ORR facilities located throughout the United States.
Description of Work:
The Ground Transport Coordinator (GTC) makes domestic travel and lodging arrangements for company employees and UCs. The GTC is responsible for coordinating routes and scheduling with the Travel Coordinator and other appropriate staff. They will organize routes and coordinate vehicles, confirming availability via phone. The GTC sets, updates, and maintains daily/weekly route schedules.
