North East Borough Holding Hearings to Modify 2019 and 2021 CDBG Grant Programs

Notice is hereby given that North East Borough officials will hold two public hearing on Monday, December 12, 2022 at the North East Borough Municipal Building, located at 31 West Main Street, North East, PA 16428 for the purpose of considering proposals to “modify” the FY 2019 and FY 2021 Community Development Block Grant (CDBG) programs. The first hearing regarding the FY 2019 program will commence at 9:00 AM and the second for FY 2021 at 9:15 AM.

FY 2019 Modification
The Borough received $93,227 in FY 2019 Community Development Block Grant (CDBG) funding from the PA DCED and previously resolved that the monies be used to undertake the following activities:

  • $30,979.77 – Handicapped Accessible Curb-Cut Project (Phase I/Supplemental)
  • $52,457.23 – Handicapped Accessible Curb-Cut Project (Phase II/Supplemental)
  • $ 9,790.00 – Program Administration

The Phase I/Supplemental ADA ramps project has been completed resulting in the installation of twenty-two (22) ramps. The funds set aside for the Phase II/Supplemental ramps project are no longer needed as the project was completed totally with FY 2020 funds.

The proposed modification would delete the Handicapped Accessible Curb-Cut Project (Phase II/Supplemental) and reallocate the $52,457.23 for a “Sidewalks Activity” which will provide for improvements along West Street from Clinton Street to Wall Street consisting of the replacement of sidewalks, curbs and driveway aprons. Construction is anticipated to cost nearing $110,000 so additional funding will be needed. The project will benefit residents adjacent to the new sidewalks and curbs, 51% or more of who are of low-to-moderate income (LMI).

FY 2021 Modification
The Borough received $96,485 in FY 2021 Community Development Block Grant (CDBG) funding from the PA DCED and previously resolved that the monies be used to undertake the following activities:

  • $87,485 – Handicapped Accessible Curb-Cut Project- Phase III
  • $9,000 – Program Administration

The proposed modification would delete the Phase III Handicapped Accessible Curb-Cut Ramps Project and like the proposed FY 2019 Modification, reallocate the funds totaling $87,485 for a “Sidewalks Activity” which will provide for improvements along West Street from Clinton Street to Wall Street consisting of the replacement of sidewalks, curbs and driveway aprons.

All interested persons are encouraged to attend the hearings. Those who are unable to attend but would like to comment may do so by writing to the Erie County Department of Planning (ECDP), 150 East Front Street, Suite 300, Erie, PA 16507 or by emailing jberdis@eriecountypa.gov. Comments will be accepted until the day of the hearings.

The meeting room where the hearings will be conducted is handicapped accessible. The Borough will make reasonable accommodation for any known disability that may interfere with a person’s ability to participate. Persons needing an accommodation should notify/contact Nancy Anderson, Borough Administrative Assistant at 725-8611 at least 48 hours prior to the hearing.

It is anticipated the Borough Council of North East Borough will pass Resolutions approving the modifications at its meeting scheduled for Monday, December 19, 2022 after which documentation will be forwarded to the PADCED for approval.
