North East Borough Water Authority Seeks Bids for Water Improvement Projects

The North East Borough Water Authority will receive bids for Phase 1 – Water Improvement Projects:

  • Contracts A & B – Wall Street Waterline Replacement and Hutchinson Drive Waterline Replacement;
  • Contract C – Emergency Back-Up Generators;
  • Contract D – Fairchild Reservoir Cover Replacement
  • .

Bids will be received until 10:00 a.m., local time on May 22, 2025 at the Borough of North East, 31 West Main Street, North East, PA 16428, and then at said office publicly opened and read aloud.

Each Contract shall consist of the of the following:
Contract A & B – This project consists of the construction of approximately 2,100 lineal feet of 8-inch DIP waterline along Wall Street and approximately 2,000 lineal feet of 8-inch DIP waterline along Hutchinson Drive and associated valves, hydrants, service lines, pavement restoration and all other appertaining work.

Contract C – This project consists of the construction and startup of two (2) 500kW emergency standby diesel generators with enclosures to provide North East Borough with emergency power at both of their raw water pump stations.

Contract D – This project consists of the replacement of the existing floating cover on North East Borough’s Fairchild Reservoir, located at the Borough’s water treatment plant.

Each bid must be accompanied by proposal security in the form of a certified check or a bid bond in the amount equal to not less than ten (10%) percent of the total base bid price in accordance with provisions contained in the “Instruction for Bidders” section of the specifications. Proposal security shall be made payable to the North East Borough Water Authority.

Copies of contract documents, including plans and specifications for the work may be examined at the Borough of North East, 31 West Main Street, North East, PA 16428. The contract documents may be examined and/or obtained by contacting Northeast Blueprint & Supply Company (www.northeastblueprint.com) at (216) 261-7500, upon advanced payment one-hundred dollars ($100.00) for each contract (Contract A & B, Contract C or Contract D). Prospective bidders only need to purchase the contract documents for the Contract(s) that they intend to submit a bid for.

Additional fees may be incurred for postage and handling, as applicable. All payments are non-refundable. Northeast Blueprint & Supply will maintain the official plan holder’s list for each Contract. All bidders must be registered on the official plan holder’s list to submit an official bid for consideration. Addenda, if any, will be issued to only those persons or companies who have purchased a full set of contract documents.

Prospective BIDDERS shall submit inquiries in writing to both Gus Maas, P.E. (gus.maas@burgessniple.com) and Emily Poach, EIT (emily.poach@burgessniple.com).
No bidder may withdraw its bid for a period of 60-days after date of bid opening.

Contract A is subject to U.S. Federal Davis-Bacon wage rates. Contracts B-D are subject PA Department of Labor Prevailing Wage Rate determinations. A copy of the prevailing wage rates is included in the Contract Documents.

The North East Borough Water Authority reserves the right to reject any or all bids or to waive any informality in the bidding and to accept the bid serving the best interest of the North East Borough Water Authority.
