North East Community Marina Authority Seeks Contractor for Semi-Annual Sand Movement

The North East Community Marina Authority, (hereinafter the “Authority”) is currently considering two options for the movement of sand.

Option 1: Through this Request for Proposal, the Authority seeks to engage a contractor who would be able to provide labor and equipment for movement of 8,000 cubic yards of sand from a designated catchment area on the shoreline to the west to the east side of the Marina Basin, and redeposited to a designated distribution area on the shoreline to the east of the Marina Basin, in compliance with an active permit issued by the U.S. Army Corps of Engineers.

Respondents shall also provide a cost-per-cubic-yard rate for the movement of sand, should the Authority choose to move more (or less) than the 8,000 cubic yards identified in this RFP.

Option 2: Through this Request for Proposal, the Authority seeks to engage contractors who would be able to provide labor or qualified operators of heavy equipment to be leased by the Authority in the movement of 8,000 cubic yards of sand from a designated catchment area on the shoreline to the west to the east side of the Marina Basin, and redeposited to a designated distribution area on the shoreline to the east of the Marina Basin, in compliance with an active permit issued by the U.S. Army Corps of Engineers.

Respondents shall provide a cost-per-hour rate for qualified operators of heavy equipment, as well as the term and hours of availability for those operators. Any labor rates quoted shall be offered on an open-ended basis for the term cited, should the Authority choose to move more (or less) than the 8,000 cubic yards identified in this RFP.

Minimum Qualifications and Requirements Respondents must establish that they meet the following minimum qualifications.

  • Respondents must be formally registered to do business and must be in good standing with the Commonwealth of Pennsylvania.
  • Respondents must have expertise and experience working along the shoreline of Lake Erie, in the Commonwealth of Pennsylvania.
  • Respondents must identify the equipment to be used in the sand movement process, as well as the qualifications of any personnel who will operate that equipment aboard Marina property.
  • Respondents must provide proof that they possess a minimum of $1,000,000.00 (per occurrence) General Liability Insurance, and have the Authority listed as an additional insured.
  • Respondents must provide proof that they possess a minimum of $500,000.00 (per occurrence) Workers Compensation Insurance and have the Authority listed as an additional insured.
  • Respondents must provide proof that they possess a minimum of $1,000,000.00 (Combined Limit) Automobile Insurance, and have the Authority listed as an additional insured.
  • Respondents must provide any additional insurance documentation or other qualifications/certifications which may be relevant to this effort.

Proposal Submission
An original, clearly marked as the ORIGINAL exact copies, and an electronic copy in PDF format, of each proposal shall be submitted in a sealed envelope and must be marked as “Request for Proposal –Sand Movement Services” no later than midnight on Friday, January 30, 2026.

The Authority Board Members reserve the right to interview any or all of the companies submitting a proposal. Although interviews may take place, the proposal should be comprehensive and complete on its face. The Authority reserves the right to request clarifying information subsequent to submission of the proposal.
