North East Borough Plans Comprehensive Ammendment to Zoning Ordinance

Request for proposals for professional services to prepare a comprehensive ammendment to the zoning ordinance of North East Borough, Erie County, PA.

The County of Erie, on behalf of North East Borough, is seeking proposals from qualified consultants to prepare a comprehensive amendment to the Zoning Ordinance of North East Borough, Erie County, PA. The current zoning ordinance (Ordinance No. 797) was adopted in 2010 and is cited as Chapter 27 of the Borough’s Code of Ordinances. In general it is modern in format and the need is for a comprehensive amendment, rather than a new ordinance.

What is the purpose of the ammendment?

The purpose of this effort is three fold:

  1. make necessary revisions to comply with Federal and State Law
  2. modernize the ordinance to current best practices
  3. incorporate recent planning recommendations, including fair housing

Proposals must be received at the Erie County Controller’s Office, Room 107, located at the Erie County Courthouse, 140 West 6th Street, Erie, PA 16501 no later than 10:00 am on Tuesday, August 25, 2015. A RFP informational packet can be obtained by contacting the Erie County Department of Planning by telephone: (814) 451-6016 or e-mail: jberdis@eriecountygov.org.

Proposals will be reviewed and ranked by a committee made up of representatives from North East Borough using the following criteria: Qualifications / Experience; Approach to Scope of Work; Overall Quality and Clarity of Proposal; Total Project Cost; and Utilization of MWBE and Section 3 Business Concerns. Proposals may be withdrawn up until the date and time set for receiving proposals. Any proposal not so withdrawn shall, upon opening, constitute an offer for a period of sixty (60) calendar days to provide the services set forth. The County, on behalf of the North East Borough, reserves the right to accept or reject any or all proposals received and waive any non-substantive deficiency or irregularity. Editor’s note: Residents of North East Borough and North East Township should keep a very close watch on this ammendment process. Comprehensive changes to zoning can have a dramatic effect on the development and population in this area and local residents need to be involved in the process at every step.

If you live in the Borough and you are concerned about future developments, get on the committee and take part in the decision process, right from the start.

Questions:

  1. Who initiated this process to begin the comprehensive ammendment to zoning? It appears as though it was Erie County.
  2. What best practices need to be followed?
  3. What planning recommendations, especially related to fair housing, need to be incorporated?

  6. Agendas should be posted online a minimum of 3 days before public meetings take place allowing interested citizens an opportunity to hear discussions and offer input on matters important to them.
