Through this Request for Proposal, North East Community Marina Authority, Erie County, Pennsylvania (hereinafter the “Authority”) seeks to engage a contractor for connecting new sewer grinder pump, line and electrical for eliminating existing 6 septic tanks.
Minimum Qualifications and Requirements
Respondents must establish that they meet the following minimum qualifications.
- Experienced in Sewer Connections to a forced main system using a grinder pump.
- The Contractor must be licensed with Pa as a contractor in good standing.
- Include a list of any other professional qualifications; experience and/or credentials you feel are relevant to this RFP.
- The contractor applicant must be able to adequately perform the following duties as requested. Identify & plan for implementation of plan items and coordinate plan with North East Township. Give time line for connection and start date.
Proposal Requirements
In addition to demonstrating an ability to meet all minimum qualifications and requirements, the respondent must also include and address the following:

- Provide the name and address of the person or company; telephone number, fax number, and email address of the individual responsible for the preparation of the proposal.
- A description of the respondent’s experience in performing services of the type described in this RFP and 3 references with contact info for back checking.
Required installed equipment, electrical, and demo of existing system
- Dual grinder motor pump D3672LSGX202-48 with NEMA 4X DUPLEX OUTDOOR ALTERNATING PANEL WITH AUDIBLE (80 DBI) AND VISUAL HIGH-WATER ALARM or approved equal to be provided by Authority.
- Core drill 450 feet to building connection point, provide and install new wet connection with 2 in line with trace wire. Pipe and wire provided by Authority.
- Run new electric lines core drilled to building from pump site, wire and breakers provided by contractor. Certified electrician to install connections.
- Pump out and back fill all septic tanks for inspection.
- Have all phases of system coordinated and inspected by North East township certified for proper function and connection.
Interview
The Authority Board Members reserve the right to interview any or all of the companies submitting a proposal. Although interviews may take place, the proposal should be comprehensive and complete on its face. The Authority reserves the right to request clarifying information subsequent to submission of the proposal.
An original, clearly marked as the ORIGINAL exact copies, and an electronic copy in PDF format, of each proposal shall be submitted in a sealed envelope and must be marked as “Request for Proposal – Sewer Connection” no later than February 10th, 2026.
